PROCEEDINGS. - UDOT held two of Reagan's signs in violation of the Outdoor Advertising Act, and Reagan appealed. The appeal
was dismissed by a stipulation in which Reagan agreed to remove the signs by 1981. UDOT did not seek to enforce the stipulation
until 1986. UDOT sued, but the district court held that UDOT was estopped by its delay from enforcing the stipulation. UDOT
appealed. RESULT. - Reversed. Per Greenwood; Billings & Orme concur.
